CGDD Signs Agreement with IDB to Implement Project in the Lurin Valley

The Global Center for Development and Democracy (GCDD) and the Centro de Investigación, Educación y Desarrollo (CIED) have entered into an agreement on October 15, 2009 with the Inter-American Development Bank (IDB) to carry out the project “Territorial Development and Employment Generation in the Lurin River Basin,” with funds from the Fondo Multilateral de Inversiones (FOMIN).

The Lurin River basin is one of the three valleys that supply water, agricultural products and environmental services to Lima, the capital of Peru. Lurin still has most of the green areas to which the population of Lima has access and has great potential to generate new products and services that would generate employment and better income for its dwellers and will provide better environmental services for the capital city.

To accomplish this, the project is oriented to strengthen the association and cooperation among the public and private local actors and to generate productive and service innovations that would create employment and improve the income of the rural and urban population of the valley, promoting territorial economic development, social inclusion and environmental sustainability.  Agreements among the district municipalities, farmer organizations and MYPES, regional authorities, national government, NGO networks and private companies with investments in the basin will be promoted to support productive chains that would add value to their main crops (fruits, vegetables, leguminous, aromatic herbs and other) with ecological technologies and small agro-industrial and commercial enterprises.

The project also aims to strengthen and promote adventure and recreational tourism circuits in the entire valley, that would add value to its natural and cultural resources, generating new services (hotels, food, local fairs, guided tours, mountain bicycling) thus expanding employment opportunities, mainly for women and young entrepreneurs.  The successful project called “Colors for Antioquia” located in the intermediate basin and that received the award “2006 Business Creativity”, because of its innovating cultural proposal for the generation of new tourism circuits in the valley.

The project will provide continuity to the work agreed to by the valley local actors, led as of 2000 by the Asociacion de Autoridades Municipales del Valle de Lurin (AAM) and which inspired the Ministry of Women and Social Development (MIMDES) in 2004, to create the PROCUENCA model nationwide and to promote consolidated management among the government, the private sector and the civil society to improve efficiency and effectiveness in social projects, generate employment and reduce poverty.

The IDB, through FOMIN, who have been providing support to productive integration and territorial economic development projects in different countries in Latin America, has found in the project to be undertaken by CGDD and CIED, interesting contributions for proposal inter-learning that would reinforce incidence in sustainable development policies in the region.
